The Two Main VA Home Care Programs
There are two main programs veterans use to fund home care: Aid and Attendance and the VA Community Care Network (CCN). They work differently and have different eligibility rules.
1. Aid and Attendance Pension
Aid and Attendance is a monthly cash benefit added to a veteran’s VA pension. The veteran (or surviving spouse) can use the money for any home care services they need — including personal care, companion care, meals, transportation, and more.
As of recent years, the maximum monthly benefit ranges from roughly $1,500 for surviving spouses up to nearly $3,000 for couples where both spouses qualify. Exact amounts adjust annually.
2. VA Community Care Network (CCN)
The VA Community Care Network lets eligible veterans receive home care services through approved private agencies — like A Perfect Choice Home Care — at no cost to the veteran. The VA pays the agency directly. There’s no monthly cash benefit; instead, the VA covers the cost of the actual care.
Who Qualifies for Aid and Attendance?
To qualify for Aid and Attendance, a veteran must meet all of the following:
- Served at least 90 days of active duty with at least one day during a wartime period (WWII, Korea, Vietnam, Gulf War, etc.)
- Discharged under conditions other than dishonorable
- Be 65+ OR permanently disabled OR a patient in a nursing home
- Need help with daily activities (bathing, dressing, medication management, etc.)
- Meet financial eligibility based on net worth and income
Surviving spouses of qualifying veterans can also apply if they meet the financial criteria and were married to the veteran at the time of the veteran’s death.
Who Qualifies for VA Community Care?
Eligibility for the VA Community Care Network is based on several factors:
- Enrollment in VA healthcare
- Service-connected disability rating (often required)
- Clinical need for home care services as determined by a VA provider
- Distance and access to VA facilities

How to Apply for Aid and Attendance
The application process can take several months, so start as early as possible. Here’s the basic path:
- Gather documentation — DD-214, marriage certificate, financial records, medical records.

- Request a community care referral for in-home care services.
